Zoom Phone US and Canada Metered at $10 per user per month is the lowest true-cost VoIP from a tier-one vendor in our comparison. True cost after fees lands around $12.40, or $1,488 a year for a 10-user team. The trade-off is no HIPAA BAA on the SMB plans and metered outbound that flips to expensive above 167 minutes of calling per user per month.

The three SMB tiers and how they differ
Zoom Phone publishes its tier ladder on the Zoom Phone pricing page. The three SMB-relevant tiers are US and Canada Metered, US and Canada Unlimited, and Pro Global Select. Pricing is the same month-to-month and annually (Zoom does not give a discount for annual prepay on Zoom Phone, which is unusual).
Metered at $10 includes unlimited inbound, an IVR auto-attendant, SMS and MMS to US and Canada, voicemail transcription, the Zoom Meetings Basic bundle and the standard Zoom client app. Outbound is pay-per-minute. For low-volume use cases (executive who calls vendors twice a week) Metered is the cheapest viable plan in our field.
Unlimited at $15 adds unlimited outbound calling in the US and Canada. The break-even versus Metered at $0.03 per minute average is 167 outbound minutes per user per month. Below that Metered wins; above it Unlimited wins. Mixed teams (some heavy callers, some occasional) should put heavy callers on Unlimited and occasional callers on Metered. Zoom does not impose plan uniformity within an account.
Pro Global Select at $20 adds unlimited domestic calling in 40-plus countries. This is the tier to compare against 8x8 X2 for international-heavy teams. Country coverage differs: Zoom's 40-plus is broader in Latin America and Asia Pacific, 8x8's 14 is denser in western Europe. Match the list to your actual call destinations.
The HIPAA exclusion and why it matters
Zoom Phone does not sign a Business Associate Agreement on its standard SMB plans. Zoom Meetings has a separate HIPAA-compliant SKU, but it does not extend to Zoom Phone. This means medical practices, dental offices and behavioural health providers cannot use Zoom Phone for any line that handles protected health information.
For non-healthcare SMBs this is irrelevant. For healthcare SMBs this is a hard disqualifier and the alternatives are 8x8 X2 (BAA from $24), Dialpad Pro (BAA from $25), RingCentral Advanced (BAA from $25) or Nextiva Core (BAA from $30).
If you are a non-healthcare SMB today but expect to add healthcare-adjacent business in the next 12 to 18 months, factor the eventual switch cost into the decision. Number porting away from Zoom Phone takes 7 to 14 days and is free, so the switching cost is mostly the team-training time. Worth knowing upfront if it is a likely future scenario.
Why fees are lower on Zoom Phone
Zoom Phone's regulatory recovery fee at $1.00 per user is among the lowest in the field. The FUSF and E911 lines are similar to competitors. The net total surcharge of roughly $3.40 per user per month is the cheapest fee load we track.

The non-cost trade-offs
Zoom Phone's integration ecosystem is shallower than RingCentral or Nextiva. Roughly 100 vendor-built integrations are listed, weighted toward common SaaS (Salesforce, HubSpot, Slack, Microsoft Teams). The deep verticals like ServiceNow, Pipedrive and Zoho are present but the long tail of niche tools is thinner.
AI features on Zoom Phone are an add-on. Zoom AI Companion is included with the Zoom Meetings subscription but Zoom Phone-specific AI (real-time transcription on calls, sentiment analysis) is a paid extra. Compared to Dialpad which includes Ai Voice on the base tier, Zoom Phone is more expensive on an AI-included basis.
For teams already deeply on Zoom Meetings, Zoom Phone is the obvious add-on. Single vendor, single admin console, native Zoom-app integration. For teams not already on Zoom, the savings argument loses some force; Dialpad at $15 with included AI beats Zoom Phone Unlimited at $15 without AI for most use cases.
